FreeRADIUS 2 not listening on right port

It's not just the Fedora package. Even if you compile the latest freeradius from source it still has the problem.

Shouldn't the maintainer of the specific FC9 freeradius package be aware
of this critical issue ?
I guess a newer release is for very soon.
