radius dies after HUP

We did that for somethings and then found that newsyslog was doing a 
HUP.  We just set that to not restart radius and are hoping that will 
fix it.

I wish I would have noticed that version 2 had been ported to FBSD 2 
weeks ago.  Oh well.
