  You can HUP the server in 2.x.  Many modules will re-read their
configuration.

  Er... the NAS doesn't read the server configuration files.

  Policy changes are applied at the *start* of a user session.  So if
you change the policy, (in most cases), the user will have to re-login
for the changes to take effect.
