okay, heres the issue

you've got the default type as md5

but then you've removed or commented out the md5 stanza from eap.conf

rlm_eap has failed to load because you've messed the config up - and therefore
anything that depends on eap will fail.

..finally, because a virtual server cannot start up, then neither can the
main process

fix your eap.conf  (hell, just set default type to be peap if thats
all you want and need) and all will be better
