Users can't authenticate through PEAP

I'm using Fedora Core 9 with freeradius 2.1.0. I've follow the steps in
http://www.tldp.org/HOWTO/8021X-HOWTO/freeradius.html#confradius to
configure it.
However, when I key in the username and password in Windows XP SP2, it
doesn't seems to be able to authenticate. It goes into loop and I can't see
PEAP anywhere. Any ideas what went wrong? Many thanks.
