How do I stop RADIUS running in debug mode (radiusd -X)?

That won't do it, perhaps you've confused that with "service radiusd 
stop", which by the way only works when you've started the server as a 
service, which isn't the case if you've run it in debug mode.

% killall radiusd

If it's still running after that ...

% killall -sKILL radiusd
