"Dynamic" as in you can change them from the default, in case something 
else is already using the port, or you want to move it for other reasons 
(running a second server, "security", testing, etc.).

[In much the same way that people get confused by what the "Dynamic" in 
"Dynamic Host Configuration Protocol" means -- not that the address is 
necessarily different each time, but that the client dynamically 
configures its address based on the information sent by the server.]
