I have add a "#" into "users":

DEFAULT Service-Type == Framed-User
#       Framed-IP-Address = 255.255.255.254,
        Framed-MTU = 576,
        Service-Type = Framed-User,
        Fall-Through = Yes


And now, the user have the good IP address !!!!
