I would really like to know who recommends that *new* installations
should use outdated, insecure and buggy versions?

No. But you can copy the perl module from freeradius wiki, add that to
radiusd.conf as a module and hope for the best. Then copy example.pl to
raddb directory (where radiusd.conf is) and modify it to suit you.
