Your problems have nothing to do with freeradius - it's working fine.
Debug your NAS and see what is the problem. This Framed-IP-Address assumes
that IP will be assigned by the NAS (dhcp, local pool, ...) - is that
happening? Stop looking at the radius server - you need to debug ppp on
your NAS to see what has gone wrong.
