the best chpoice is one in which the system administrator is well experienced
to eg configure OS low-level settings regarding thread, disk, network etc usage.

the best tool might not give a good result in the hands of a beginner
or novice. just like anything in life. fortunately you have already chosen
the best RADIUS tool so thats one less variable in the equation ;-)
