Refusing to start due to insecure configuration

I   COPY to D:  It running ok
but to drive c:, it can not startup :

C:\\bin>radiusd.exe -d ../etc/raddb -AX 
 Starting - reading configuration files ...
reread_config:  reading radiusd.conf
Configuration directory ../etc/raddb is globally writable.  Refusing to start due to insecure configuration.
Errors reading radiusd.conf

what wrong about  it? 

C is NTFS 
D is fat32
