  Blame the Windows PC.  It doesn't like the certificates.

  Remember: RADIUS is a protocol that RESPONDS to REQUESTS.  If there
are no requests, the server does nothing.

  Don't blame the server when it does nothing.  The client isn't sending
requests, so there is nothing for the server to do.
