clients not change after doing SIGHUP

Hi,  
We are using freeradius-2.1.8. After I modify (add/delete a client) our clients.conf, I will kill SIGHUP to radiusd process. But It does not take effect.  I need to restart the radiusd process.   Please give me some advise, thanks.
