>From some other examples that I found it looks like you cannot have both of 
them in the same listen section, you need to have two separate listen sections 
in radiusd.conf

listen {
        type = auth
        ipaddr = *
        port = 0
}

listen {
        type = auth
        ipv6addr = ::
        port = 0
}
