radiusd not responding to radtest

Thanks for the respose.

[root at orps3 ~]# service iptables status | grep 1812
7    ACCEPT     udp  --  0.0.0.0/0            0.0.0.0/0           state 
NEW udp dpt:1812

I have tried it with the firewall disabled but got the same response.
