  Exactly.  You need to build the server with SSL support.

  radtest doesn't do EAP.  The supplicant does.

  http://deployingradius.com/ has complete instructions for testing EAP,
and building with OpenSSL.

  Also search the Wiki for OpenSSL.  You should see instructions.
