FreeRadius 2.1.10 Install Failure -- undefined reference to `pcap_fopen_offline'

Hi Folks,
I just joined the mailer so I apologize if this has been asked before.
I just attempted to install FreeRadius 2.1.10 using the following steps:
1) Downloaded
ftp://ftp.freeradius.org/pub/freeradius/freeradius-server-2.1.10.tar.gz
2) gunzip and untar
3) ./configure
4) make
At this point make fails with the following error:

I'm running an enterprise variant of Red Hat 4 64-bit with kernel
2.6.9-89.0.11.EL and gcc version:

Note that this is on a fresh install of Linux and I did not have
FreeRadius running on this machine before. Any idea what I am doing
wrong?
