If you read the documentation, and have some necessary basic
knowledge, no. It's easy enough.

If you're being stubborn, refuse to read any docs, refuse to listen to
advice given, then yes, it's the hardest thing in the world.

Start with distro-provided package first (e.g. freeradius2 on Centos5,
freeradius on Centos6/Debian/Ubuntu). They're usually packaged in a
way that should work out-of-the-box with minimal configuration change.
