  RADIUS works by using the source IP of the packet.

  If you want something else, set up SSH or SSL tunnels, and forward the
RADIUS packets over that.

  Or, make massive changes to the internals of the server.  It's
designed to use source IP.  Using anything else will take a lot of work.
