Problem with update request

Hi all,

I'm trying to replace User-Name and User-Password with 
ADSL-Agent-Circuit-Id in request and it does not work. Configuration and 
debug output below. What I am doing wrong?

freeradius: FreeRADIUS Version 2.1.10
