(rlm_ippool does not create DB and IDX files) rlm_ippool can not open DB/IDX files

is that a copy-paste error? radius or radiusd?

Looks like permission problem. See /var/log/messsages for anything
like "denied", and try to disable selinux and friends (if currently
enabled).
