Stopping database files from being deleted

I have two database files (db.*) that correspond to two counters set up using the rlm_counter module.  I put these files into a directory whose contents will persist across reboots.  Each time I reboot, the files are deleted and new files are created with the initial values I have defined.  Could FreeRadius be deleting these files on reboots and is there any way to prevent this?
