  A number of DHCP fixes have gone into the 3.0 branch.  The server is
now a DHCP relay.

  The only DHCP related fix is to have the server allocate leases from
SQL.  That requires changes to rlm_sqlippool, or an SQL procedure, or a
Perl script.
