  It's impossible.

  Read what you wrote.  The PPP system is NOT sending the MAC to RADIUS.
 So... RADIUS doesn't have the MAC.  There is no amount of unlang you
can write which will cause it to magically discover the MAC.

  Fix the PPP system so that it sends the MAC.
