Freeradius Installation Challenges

I am not able to authenticate on the default users when testing freeradius
server.

Sending Access-Request of id 11 to 127.0.0.1 port 1812
User-Name = "testuser"
User-Password = "test123"
NAS-IP-Address = 127.0.1.1
NAS-Port = 1812
Message-Authenticator = 0x00000000000000000000000000000000
radclient: no response from server for ID 11 socket 3
root at radiuspst:/usr/local/etc/raddb#

when i run debug mode i get: Failed binding to authentication address *
port 1812: Address already in use
/etc/freeradius/radiusd.conf[240]: Error binding to port for 0.0.0.0 port
1812
root at radiuspst:/usr/local/src#
