Configure FreeRadius to send CoA-ACK

  That doesn't happen.

  Accounting-Request packets get Accounting-Response answers.

  If you're sending a CoA-Request, you might get a CoA-ACK or a CoA-NAK.
 As *always*, read the debugging output.
