RHEL variants don't include EC support in OpenSSL due to 
some licensing/patent/whatnot issues.

Just delete the src/modules/rlm_eap/types/rlm_eap_pwd source code
directory and it will compile fine.  It is likely you are not
going to be using that submodule anyway.
