NAS-IP-Address is whatever the client decides to send. With
radclient/radtest, it's whatever the IP address that resolves to the
client's hostname (usually in client's /etc/hosts).

What does the debug log on the server says when the client sends those
packets? Does it say unknown client, or it doesn't print anything (in
other words, it might be blocked by firewall or something)?
