Couldn't init oracle OCI environment

OCIEnvCreate() failure usually means that you have no ORACLE_HOME 
environment variable set in the radiusd process environment. Under Linux 
you can look into process environment using

cat /proc/<PID>/environ |tr "\0" "\n"

Either use Oracle Instant Client or set ORACLE_HOME environment variable 
in radisd process environment.
