Freeradius DHCP problem

  Well.. ask the Windows box why it doesn't like the DHCP message.  Go
read it's debug output (if it has any).

  Try with another DHCP client.  Maybe it works for Linux, or a WiFi device?

  i.e. try to put some effort into tracking down where it works, and
where it doesn't.  We're experts, we're not mind readers.  Posting a
message saying "stuff doesn't work" doesn't let us help you.
