radiusd starts but rejects test user

Read the docs. Really, start from the beginning! In this case, this is the second hurdle ..getting another device to talk to your server.

Add that system to your clients.conf file with a correct/matching shared secret. This isn't rocket science but you must read the documentation in the first place!
