Not able to build FreeRadius on Solaris 10

I'm pretty sure you need ./confgure first. Or perhaps you've done that
already?

There are switches to ./configure that tells it to use system's libltdl and
libtool. If you have alreadt have both installed (e.g. from opencsw), you
could probably try "--with-system-libtool --with-system-libltdl"
