Accounting start and stop time

Hi Mailinglist-Users,

i have a question regarding to the accounting in freeradius.

Which part defines the acctstarttime and acctstoptime? The Client? The 
Server? The Nas?

In my accounting Database the time is mostly right but sometimes it is 
NULL or 1878-03-30.
