  You are missing something.  The server can't read the files.  It
doesn't lie to you.

  And what do you get when you do:

$ ls -al /etc/raddb/certs/radius-priv-cert.pem

  Probably "no such file or directory"

  This is why the server prints out filenames in debug mode.  So you can
CHECK THE FILENAME.
