Problems updating freeradius on RHEL6

No, they require a higher version of the package than is available in your repo.

You only have FR base package 2.1.12-3 available
Ditto for the LDAP package.
Which version specifically of RHEL are you using? RHEL 6.3? Try a 'yum clean' and then try to update to make sure your cache is clear of any out of date info. If you then do a 'yum update', watch for any errors during the process.
