I think the problem is that symlinks are not considered as conffiles 
(which are not overridden on upgrade). So if you run debsums -e 
freeradius-config | grep mods-enabled, you wonn't match anything. 
However freeradius doesn't declare conffiles, so this might just work 
after all.
