Um, nope. FreeRADIUS should be able to work with DHCP clients and relays,
it implements quite a few of the DHCP RFCs and has a DHCP protocol 
encode/decoder.

It can even parse out DHCP options from RADIUS attributes :)

Anyway OP hasn't provided any debugging from the client, so it's not really
possible to see what's going on.
