Configuring Error with SSL

I get this error when I call configure command:

configure: error: openssl library version does not match header version





I used this command:

./configure --with-openssl-includes=/usr/local/ssl/include --with-openssl-libraries=/usr/local/ssl/lib



I am trying to install freeradius server 2.2.5 and the ssl version I have is openssl-1.0.2d



I am using centos 7
