Windows 8 clients can not authenticate with EAP-TTLS and PAP

You need to look at the logs on the client to see why it gave up
responding.

As Alan has said, *something* has obviously changed, as it was
working before. So the problem is to find out what, and fix that.
Windows issues are usually the server certificate missing the TLS
Server oid, but I'm assuming that is present if it is working with
Win7 now, and was working with Win8 before.

Please also fix your e-mail client so that it doesn't mangle text
at 60 columns. The debug output you posted is _really_ hard to
read.
