The key thing is this:
(0) Received Access-Request Id 86 from 172.25.89.1:32768 to
186.233.12.201:1812 length 230
(0) User-Name = ‘0013006’
...
(0) Tunnel-Private-Group-Id:0 = '81'
So there’s a Tunnel-Private-Group-Id.
Then for the inner tunnel:
(8) Virtual server received request
(8) EAP-Message =
0x020900421a0209003d31c176b1ade94bc2c8f24314e1eed2260a000000000000000086d848dfd13109285f3ca7b600bf0ee8fe7689020c445bd60030303133303036

And *no* Tunnel-Private-Group-Id.
I’ve pushed a fix.
