Ok, conceded and agreed, it is just content and it isn't, by spec, scope.

It would be useful to have a spec that states that for 802.11 wireless
NASes, this is required to be BSSID:SSID

Out of interest, do we know of any enterprise class AP vendors that
don't already do this? As far as I know, this is the de facto
behaviour that you'll observe in most cases.
