Unexpected response - Freeradius 3.0.10

Nope. Nobody changed the config.
Everything is from repo.
Brand new installation from yesterday's repo 3.0.10. On new server.
Only mods-available/sql has been changed in order to allow connection to mysql.

Default freeradius 3.0.10 config adds reply attributes:
        Framed-Protocol = PPP
        Framed-Compression = Van-Jacobson-TCP-IP

Why Framed-Compression is added to Reject-Response???
