Implementation for isp

Freeradius want to implement the isp that work:
I will need the following settings:
- Authenticating the pppoe.
- Delivery of public ips for pppoes customers. Fixed and dynamic.
- Delivery of preventing duplicate ips.

I am sending this email because I see many users with difficulties in
delivering ips. Many end up delivering duplicates ips, always using
freeradius + mysql.

Gentlemen, what steps should I take to a good implemtenação of the items
I've listed above.
