You are right, I modified the users file with the following options.

DEFAULT Ldap-Group == "testGroup", Auth-type := Accept
        Tunnel-Type = VLAN,
        Tunnel-Medium-Type = IEEE-802,
        Tunnel-Private-Group-ID = 41

Day after day learning more.
