No, OpenSSL (which probably is libssl-dev - what O/S is this?)

The configure script output will tell you whether it found the SSL
libraries or not.

You shouldn't be building version 2.1.12. It's obsolete.

If you *really* need version 2, build 2.2.9, otherwise go for
3.0.11. Version 2 is end of life and no longer supported.
