packages: freeradius vs freeradius-mysql

The debian distribution package puts the Makefile etc in
/usr/share/doc/freeradius/examples/certs/

A package built from the FreeRADIUS source tree does the expected
thing of putting them in /etc/freeradius/certs

Of course, nobody should really be using the debian/ubuntu
distribution packages any more... :)
