This is ancient. You should upgrade to at least 2.2.9 (which is
also end of life), or preferably 3.0.11.

Possibly when logratate HUPs the server, rather than restarting
it? Was a bug a long time ago.

Really, run a recent version of the server. Nobody is interested
in debugging things in software that old.
