I did not say that sql_ippool sends this. I say only because i receive
this on Received Accounting-Request

But,

There is some enumerations:
1 - 40% of my clients are receiving IP 0.0.0.0, and can't navigate.
2 - This only happens when i have 1000 ~ 1500 clients.
3 - I have Radius integrated with Mikrotik (PPPOE)
4 - FreeRadius Version 3.0.10
6 - I'm using PostgreSQL 8.4 (tried 9.4 and another version, same thing)

What I wanted to know, is because sometimes clients receive the IP 0.0.0.0?
