Freeradius/LDAP Authentication issue

Is PAP necessary if i already set LDAP ?

here is my "users" file :

DEFAULT    Framed-Protocol == PPP
     Framed-Protocol = PPP,
     Framed-Compression = Van-Jacobson-TCP-IP
DEFAULT    Hint == "CSLIP"
     Framed-Protocol = SLIP,
     Framed-Compression = Van-Jacobson-TCP-IP
DEFAULT    Hint == "SLIP"
     Framed-Protocol = SLIP


Where else can the "Auth type : local" parameter be set ?
